Does the the virtual directory have execute privileges?

Having a problem with our intranet environment where we are testing a 4.5.1
server using virtual directories on an appliance server located on our
network.  It appears that the connection is working from an IIS perspective
as any call to a .html file in the virtual directory works but when making
any .cfm call I'm getting:

Cannot load template file 
The template file exists, however, it either cannot be opened for reading,
or it is encrypted and its data has been corrupted
I've check the permission on the file and directory and they seem ok, so not
sure if I'm missing some configuration in the CF administrator or not.

Anyone have any thoughts?
