Here are a few questions and things to try:
Is your $PATH set up correctly?
Can you "tnsping" your database (any error messages)?
Is your database on a separate machine (can you ping that machine)?
Is the db listener set up?
Make sure the connect string in your datasource properties corresponds
exactly to the name in tnsnames.ora.
Is the Oracle user you're using in CF set up?

Hi,
I'm having a fair bit of trouble connecting to an oracle database. I've
installed cold fusion and the apache server under redhat 7 and they seem
to be working fine.
I've installed the oracle 8.1.6 client for linux, configured
tnsnames.ora and sqlnet.ora and I'm able to use sqlplus to open the data
sources.
I've setup ORACLE_HOME, LD_LIBRARY_PATH and VAR_LIST in
$CFHOME/bin/start according to the cold fusion docs.
When I try to verify the datasource in cf adminstrator, it says the
connection to the data source failed.
If anyone can tell me what I've missed I'd really appreciated it
