The below method is OK and It is display on the webpage without specifying
mask value in the NumberFormat function. The problem is only if I download the
output into Excel sheet, The first 00 is disappear.
Answer will be appreciated.

You can use the NumberFormat function :
#numberFormat('0030','0___')#
output is 0030
<cfset Variable="30">
#numberFormat(Variable,'0___')#
output is also 0030
