This is not true.  There is an utility on the NT 4 Resource Kit called
UPTOMP.EXE that upgrades the O/S files and the HAL to support a
Multiprocessor configuration.  If you wish to do this manually, look at this

If you have installed NT Server 4.0 on a single CPU machine, adding a second
CPU will DEFINATELY require a complete rebuild.
