You can try using WMI (Windows Management Interface). I have a little experience with 
cf and wmi and I found cf don't work properly.
So, I use ASP.

I seem to recall Dave or someone mentioning they used an ASP page to cycle
the CF service (in the rare instance that you need to do that - knock on
wood).  Can ASP do this out of the box, or does it require some additional
components?  Could someone please post the code somewhere.
