There are a couple of ways you can do this. The easiest is probably to
simply add an OPTION tag within your CFSELECT:
<cfselect name="mUSER_ID" size=1
query="GET_USERS"
value="USER_ID"
display="USER_ID">
<option value="0">None of Above
</cfselect>
