Even though I can't view any network drive in CF Admin but I can
connect to these drive but simply typing to it instead of using the browse
button.
I managed to verify some few Access datasource easily which are
located in the network drives but the other problem is CFCONTENT
cannot load any file from the network drive other than the local drive
itself even if I change the CF App user to Administrator with full rights.
Hope someone could enlighten on this matter. Thanks

Sounds like an NT permissions issue.
The CF service needs to be logged on as an NT user with access to
those shared drives. Go to Control Panel, Services app; select "Cold
Fusion
Application Server", and the Startup button. You have an option to log on
as system (full rights to local system), or a named NT user account. You
need to enter a NT user (there's a browse button), and password, that
has access to that network drive.
