I have seen this on the mozilla builds (0.9.3,0.9.4) (works in ns6.1 and
ie5.5-6.0), where sometimes CFlocations don't work right but I have yet to
figure it out.  I have tried just a cflocate and it works fine, so it might
be a certain combination of tags.  Not sure if this is what you are seeing
or not.
