In the CF5 Administrator, there's a place where a server-wide missing template handler can be specified. Can CF use this template in conjunction with IIS so that it returns a "true" 404 error?
On some of the sites we run, we can't turn on IIS "check for file first" setting because of the way we structure our URL's.
