Your best bet is to go with the Win98 PC. Maybe you should reserve the Win98
machine for development only and keep your installs to a minimum. Don't run
the Real player and 17 million other applications on it. Stick with the OS,
Email, web browsing, CFStudio and other development tools (with an 8GB drive
you don't want to install graphics software or Flash etc.. not enough
space...).

erm....  I don't particularly like either, but I would probably go for 98
over ME.  Upgrade to XP if you can - much more stable!  Unless you're
playing games on either of your PCs then you might have compatibility
problems.

I wouldn't trust ME to run notepad without crashing.

To provide a more meaningful answer, you should post more specific specs
on each machine (processor, RAM, etc).

You can run it on ME or 98, just make sure you have enough Prozac and Jack 
Daniels on hand ;)
