Thanks for everyone's replies.  It looks as though this was the problem.
Logs taking up space, so no space for CF to create the mail files.

We were seeing this exact behavior when our server ran out of disk space.

Hello all,
        We have an issue whereby a CF5 server, running on W2K server is
creating only empty cfmail files.  We are using the exact same code from a
production server (the server it is happening on is dev), which creates the
files and emails them just fine, but for some reason on the dev server it
creates the cfmail files and there is absolutely NOTHING in them.  I have
searched Google and the (absolutely awful) Macromedia knowledge base, but no
luck.  Any help would be greatly appreciated.

Also, I know there are some Macromedia people on this list.  Maybe they
could do something about their knowledge base search.  I don't know about
anybody else, but I would say about only about 1 time in 15-20 searches do I
get relevant results.  I am not talking about results that answer my query,
I am talking about results that actually appear to have anything to do with
my query!  Hmm, kind of off topic I know, so sorry, but I just thought I
would bring it up.
