Read my post again.  Set the permissions (NTFS) WHERE the files reside to
include SYSTEM.  Usually this will be \inetpub\www\

In your file manager browse to the directories where the CF files are, right
click and select properties, then security
if SYSTEM is not listed then add it and give it full control
