First, it's hard to say, based on the "preliminary load testing" - was the
load test a stress test with no think time, or pauses, between requests, or
was it a simulation of the typical usage pattern of 25 users? As Cameron
indicated, a stress test can easily consume all available server resources.

Second, it's hard to say what the standard utilization pattern should be in
any case, and it's not really that important. What is important is to find
out how many users the server can support - there's not necessarily any
meaningful correlation between the two. For example, the CPU usage might go
very high right away with a minimal number of users, and plateau even as the
user count increases. Even if that's not the case, you're probably not going
to be able to determine why CPU usage is so high without doing stress
testing to find the bottlenecks within the application, so you might as well
not worry too much about it until then.
