Actually It happened on two of our servers! At first we had no idea what caused the problem. IIS just stopped working with an error "unable to connect to drive". This was unresolved by switching the metabase and a couple of other attempts. At this point I attempted to un install and then reinstall the IIS "component" using the add/remove programs tool. When adding IIS back in, I continued to get messages about the file's it was trying to write being encrypted and would I like to write the file un encrypted. Long story short the Install failed every time. I actually reinstalled windows at one point!!
Then, when it happened again, I discerned that the pcyanwhere install was common to both installs/problems. A Search on Microsoft turned up this fix, which included deleting all of the system/rsa/machinekeys/, rebooting and the being able to reinstall successfully. MS contributes it to pcanywhere.
