Actually, stand-alone as in prepackaged for deployment. It would still be a web app. The client console would be to manage various aspects of the web app on the server side. So instead of telling the client to edit the web.xml (for example), various options would be provided from the Console to do these server side admin tasks. Just to simplify administration of the app.
