You might want to try outputting the #email# variable inside your loop like
so:
<cfloop query="email_list">
e-mail variable is: #email#<br>
<cfmail to="#email#" from="[EMAIL PROTECTED]" subject="subject"
mimeattach="H:\www_02\serverdir\file.gif">

This will at least tell you what the value(s) are. You may get 2 lines
(giving the same info Dylan was asking about) or you may find that you have
a ; delimited list in #email#.

Either way, it should be helpful info

What's the recordcount on the email_list query and how many total
records are in the EmailsToGo table?

This is the code I used

<!--

<cfquery name="email_list" datasource="DSN">
select * from EmailsToGo
</cfquery>

<html>
<head>
<title>Mail Loop</title>
<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1">
</head>

<body>
<cfloop query="email_list">
<cfmail to="#email#" from="[EMAIL PROTECTED]" subject="subject"
mimeattach="H:\www_02\serverdir\file.gif">
.
</cfmail>
<cfoutput>
#email#<BR>
</cfoutput>
</cfloop>
</body>
</html>

-->
