I don't know if this will answer some or any of your questions, but let me 
try.

My company uses a CF/Fusebox solution to encompass all Crystal Reports into 
a single reporting module.  We do not use the Crystal Enterprise version for 
the actual display of the web report though.  The Crystal Developer Edition 
comes with a small component called the RDC which allows for all reports to 
be viewed via the web.  There is a small  catch though...there are a group 
of files which handle the actual creation of the reports and they are all 
written in asp (please...don't shoot).  The reason we decided to go in this 
highly ungraceful direction was because the cost of additional licenses for 
Crystal Enterprise was outrageous.  On the other hand, extra licenses for 
the developer edition were only a fraction of what Enterprise would have 
cost us.

That brings me to your concurrent users issues.  The way the asp method 
works is that a user requests a report, the RDC and asp process the report, 
and the report is then displayed.  Unfortunately, the licenses are held as 
"in use" until the user leaves the report.  The reason for this is because a 
COM object is created and held in a session which acts as the connection for 
the report server.  This session is not killed until a cleanup script is run 
when the user exists the report, thus the connection remains as well.  There 
may be workarounds for this, but I have not been able to come up with one 
yet.

I know this is not your exact situation, but I assume the connection issues 
would be similar with the Crystal Enterprise version.  I hope this helps.
