Thanks to everyone who responded to me over the last few days. I finally 
got everything just about settled down.

I ran across one huge mistake in my programming that was causing the NEW 
server to stop responding!  One of the sites on my server has a chat 
room.  I made  a CFHTTP call to the chat room server which returned how 
many people were in the room, which I then displayed on every page.  Worked 
great before, but on the new server, I didn't get to install the chat room 
yet - leaving that for last. The result was that any page that made the 
cfhttp call would appear to hang until cfhttp timed out.

Net result:  the queue would just grow and grow, and no pages from that 
site were delivered.   Eventually all of the threads were used up and the 
service stopped.

As soon as I removed that 1 cfhttp call, the server worked fine.  The 
moral:  never use cfhttp on a heavily used page!  If you do, make the 
timeout very short!
