Ideally, you should wait until the time of minimum usage before installing
patches - and if you've configured your servers properly, you can usually
wait to install patches until that time. You'd then be able to notify users
about downtime for scheduled maintenance ahead of time.

If you're using IIS, you can pause the web service, so that it won't accept
additional connections. Of course, some people may not be able to "complete
what they started" - for example, they may finish a form but not be able to
post it.

I don't think so; killing it, on the other hand, may well do that.
