For starters you should turn on the "log pages that take longer than X" in 
the cfadmin. Set the value to say 20-30 seconds. Then check this log file 
frequently for the pages which are timing out or running slow. This should 
give you an idea of where your bottlenecks are. From there you can figure 
out if it's a DB issue, a COM issue or what not.

You should also look carefully at the max number of simultaneous threads 
setting and the "timeout pages that take longer than X" settings.

Let me know what you find after you turn on the log slow pages. This is the 
first step to finding a problem for sure
