It can, and on the same port if you wish. Its how most hosting firms get many domains on one IP ( we have to as we are running out of IPs rapidly).

You need to click on the computer icon so the + box appears next to it,ie actually select your own computer. Then if you click on the + box you should see items, one of which should be "Default Web service". other/right click on that and you will see the "new" entry amongst the rest.
If you are running 2000 Pro you cannot create virtual websites, it is only a partial IIS configuration, but 2000 server and upwards will give "New Site" and "New Virtual Directory" under the "New" menu item and you can go from there using the wizard.
