You don't need a program just a simple cfm file that does a
cfdirectory of the undeliverable folder and moves the files to the
spool using a cfloop and cffile.  I also added a check of the file
date and delete those that are over 5 days old as they have already
been through the spool at least a few times.  Then just put the cfm on
a scedule to run at least once a day.
