If you haven't already, try switching on logging every email that is 
sent, drop a bunch of the emails from undelivr back into the spool 
folder and have a look to see what the mail log has to say.
This will usually give you a clue as to what is up with the emails being 
sent.

A thought occurs though....  Is this on Windows 2003 using the SMTP 
server built into IIS with CF on the same server?  If it is, you might 
want to allow routing of any mails from localhost or make sure that the 
sending domain is set up on the mail server.
