OK, I've found it.  You were right, there's a problem with the
FormURL2Attributes tag.  I've deleted the incorrect version which I had
lying around, and it seems to work again.

This is where it's getting lost, as far as I can see.

There's a copy of the application to which I have just integrated some
changes, but it's not a page I have modified that's causing the
fuseaction to drop.  There's also a copy to which I've made no changes,
and that's got the same symptoms suddenly.  To make matters more
confusing, it's not every page that's doing it...

I have no idea.  Where can I check this?
