I have used the cfexecute tag to stop and start services and it works
very well.  All you need to do is create a batch/command file and use
the net stop and start command to do this.

Since we are using Windows 2003 I was hoping you could send one command 
to Services and it would then stop and start it like the manual Windows 
Services screen does.
