I would think it's the Garbage Collection running as the memory is being
reduced.

I suggest you take a look at: http://www.macromedia.com/go/tn_18540

Also have you got CF Setup as Multiple Instances I would suggest you set up
a clustered JRUN Service on the same machine. Meaning that if one of the
Nodes (Services) In the cluster is performing Garbage Collection then the
other services will take the requests and thus your users will not see a
slow down on the server.

Make sure to check your sceduled tasks as well to see if something is 
running that is server instensive.

Maybe check with Common spot as well to see if they run a scheduled task 
to clean up templates or something like that.
