I would think it's the Garbage Collection running as the memory is being reduced.
I suggest you take a look at: http://www.macromedia.com/go/tn_18540 Also have you got CF Setup as Multiple Instances I would suggest you set up a clustered JRUN Service on the same machine. Meaning that if one of the Nodes (Services) In the cluster is performing Garbage Collection then the other services will take the requests and thus your users will not see a slow down on the server.
