I have a problem with Coldfusion JAVA encoding. The page on the server is 
encoded with UTF-8. Windows 2003 Server is running on the machine. English 
(United States) is set on Windows Locale. There is an additional line in 
Coldfusion JVM Arguments: -Dfile.encoding=UTF-8.

The problem is that after the server restart Java File Encoding loads with 
win1252 encoding. Then if i restart Coldfusion, everything is fine and Java 
File Encoding is UTF-8

Is there a way to set Java File Encoding to UTF-8 once the server has started?
