I think what you need full rights to is the CFIDE directory (and mostly just rights to the IUSR, etc.
So find where your cfide is (most likely c:\inetpub\wwwroot\cfide) and make sure it has the proper permissions. It already should, but you never know. If that doesn't help, you can either install apache or use the build in web server as a workaround.
