Just as a follow-up with another detail...

I forgot to say that I'm also loading the css file with a bogus, 
random argument, thinking that that will trick the browser into 
thinking this is a new file, and to not load any cached styles, if 
that is indeed what it's doing, ie; _sitestyle.css?t=561

Needless to say the trick doesn't work.

My first guess is that browser caching is the problem, but your random argument 
may not mean anything.  A CSS file does not have any use for an URL argument 
and I would think would ignore it.

If you can, try adding the random element to the file name and see if that 
changes the behavior.  IE _sitestyle_561.css.

Hitting CTRL F5 may not always reload external style sheets especially for IE 
IIRC.  One can also try closing and reopening the browser.  That sometimes does 
a better job of checking for new style data files.
