I would guess it hangs for 4 minutes (2 MSL, see RFC 793) on port 2900, then 4 minutes on port 2901 and then connects on port 2902. Can you change the port number to 2901 and see if the time changes? If that changes, your issue on the 51020 port is probably something similar.
