There's nothing built into CF for this, but you can build your own mechanism
that conditionally shows debug output on any basis whatsoever - logins, etc.

The reason I have two CFSETTING tags in the above example is because the
value of SHOWDEBUGOUTPUT is true by default, so you'd want to disable it for
everyone, then enable it for specific people.
