My recommendations are:

   "outsource at the start" and as long as it makes sense to do so.

   Concentrate your efforts (and those of the client) in getting operational
   as soon as possible, meeting customer needs, and getting a ROI.

   Don't start by hiring installing a bunch of infrastructure with a long
   lead time and delayed payback.

   Pick an outsource host, developer, etc.  who can evolve with the client from

      simple site hosting
      dedicated servers
      co-location
      client site installation & training


   This way you are putting the priority on results (where it should be)... the
   needs of the system will evolve as the results are realized.
