There is a server administration tool called Webmin(http://www.webmin.com/),
it's a web based admin toolkit for Unix, And I believe it's written in PERL,
and I also believe it's opensource.  It has modules for the BIND DNS Server,
and many other unix services (http://www.webmin.com/webmin/standard.html).
It does not have an NT Version, but you would probably find the PERL source
code very handy.
