Netscape v4 only supports a limited number of the CSS Level 1 & 2
specs-unfortunately, borders and padding aren't included in what the
support. (Well, padding works sometimes but mostly it doesn't. If you reload
enough, you'll see it ever once and a great while.)

Can anyone shed some light on getting this style sheet to work in
Netscape?=A0 I works great in IE 5.0, and based on some documentation I
read recently, supposedly CSS is supported by Netscape 4.x.=A0 So, I must
be doing something wrong.
