Are you trying to share the directory or create a web folder?

I'm pretty sure this dialog would appear if you are attempting to create a
web folder and PWS wasn't running.  If you're simply attempting to share the
folder, make sure you select share and also check that file and print
sharing is turned on in Control Panel -> Network.

Personal Web Server is IIS. At least a lite version of it.

If it's in the system, tray see if you can restart it there, If not, 
look in the Start menu:Internet Explorer:Personal Web Server:Personal 
Web Manager. At least that's where it's at on my Win 98 machine.
