IRCd for windows is excellent. I have a port from a friend of mine and I am
sure he would hook you up. You can see a simple Java interface for it here:

Please be kind to the site, its still in early beta. Hence the reason the
IRC server is set to so few connections. Also, with IRCd, you are able to
connect to it like a man/woman should. With mIRC, or any other IRC client.
