OK .. now I have this:

<CFIF IsDefined(Evaluate(Form.txtPaymentAmount#contact_id#')) AND
Len(Evaluate(Form.txtPaymentAmount#contact_id#))>

and I'm getting:

Just in time compilation error

Invalid parser construct found on line 27 at position 32. ColdFusion was
looking at the following text:

Form.txtPaymentAmount

Invalid expression format. The usual cause is an error in the expression
structure.

I have tried it with and without quotes.
