Actually the service is checked by the dll that is assigned to *.cfm
templates, there is no way if the service is not running that you can
download the cfm files. The most logical here is that the directory lost the
mappings for *.cfm and will treat them like normal text files:-)

If you use a method like fusebox it'll make the security better. Use
CFINCLUDEs to access templates of CF code, but point to the directory with a
CF mapping, this will only work when CFServer is running and nobody can see
exactly where it maps to.
There are more things you can do, like encryption of code etc. but I'm not
going to pretend to be an expert on this sort of thing. You could check out
the security info on the Allaire site.
