The short answer is yes.  The long answer involves a lot of cooperation
between the sites and the use of WDDX to transmit the resulting data.
Basically here is how it would work (assuming both sites are running CF).

Site1 sends an http request to a specifically designed page on Site2 with
either FORM or URL variables to customize the query.

Site2 performs the query and returns a WDDX packet.

Site1 decodes the WDDX packet into it's own database etc.

It can be done in batch mode.  It can be scheduled just like any other
template.  Start playing around with the <cfwddx> and <cfhttp> tags.  It
will give you most of the information you need.
