My experience has always shown me that if a client cannot afford to front
the cash to do even MINOR up front development he/she cannot afford to be in
the business and is probably looking for a quick buck.

When I am approached by these types I tell them how long it will take to do
what they want up front, my bill rate and they can take it or leave it.

I'd ask for a retainer, too.
