Start your OS with the following switches and that should solve your problem
:-)

winnt /fastercpu /moremem /noapps

Alternatively you could stop running CF on that server, stop the IIS
services and shut the machine down, that will reduce the CPU usage
dramatically.

The only other alternative I can advise is to upgrade the hardware in the
machine.
