This is not correct. Max URL length varies by browser.

Unfortunately, this link is now dead. If anyone knows where
this excellent resource went, or has a copy of it, I'd love to
see it.
At any rate, I remember very clearly from that document that
max URL length varies from 512 (early AOL) to 8096 (Netscape).
It would not be too hard to construct a script to test this
for yourself, naturally.
In the absence of Open Market's capability table, I'd say
take the conservative approach and limit query strings to
512 characters.
