In the original code example, you could simply put the CFLOCATION tag in the
existing CFLOCK.

I don't really know. There's no consistent knowledge base structure for CF,
which is a problem.

He's (I believe) the chief programmer for the core CF engine. If he says it
works this way, then that's how it works.
