Using CFEXECUTE how do you set up a variable in a bat or cmd file is it
%something% or something else?

You can use one of the many command line tags with these commands
net stop "SERVICE NAME"
net start "SERVICE NAME"
If you have the Resource Kit installed you can also use the netsvc command,
this will let you start, stop, query, pause, etc. You can also list all the
services on a box.
If you installed the Remote Console Server(NT4 Resource) or the Windows
Telnet(Comes with 2000) you can get a shell on the box.
