I would guess that you could use some combination of CFExecute and/or CFREgistry to create a scheduled task within windows which could execute an http request, likely using the built-in components of Internet Explorer ... I've never worked with the Windows task scheduler myself ( unless indirectly it's used by the cf task scheduler ), so unfortunately I can't give you more than a suggestion of a direction to seek solutions.
