I believe if you turn on a "feature" or install a patch which "helps fix" an
issue with junk email, outlook blocks specific file formats, which includes
mdb files.  This is built into Outlook 2002, but is included in a hotfix
for 2000.  I've encountered this issue before as well.

It's very helpful, I haven't tried the registry fix yet, but it looks
promising.  There's also a list of all the "unsafe" file types that Outlook
blocks when this is installed.
