I'd be more inclined to agree with him. At my previous company, we had some problems with increasing memory usage after restarting. It turned out to be our code- the way we were locking (In our case, not locking at all) the session variables.
We'd restart the server at least once a day and when we sorted out the locking problems, it was much less than that.
