There was some text after this, but I think the filters took it off. Don't try to do targeted emails on your own. Find some community/mailinglist that targets the same people as your client wants to target. Talk to them about sponsoring. This type of lists is (almost) guaranteed opt-in, and if they are not it is quite likely somebody else takes the blame. If it is a community, you can even try to get some editorial about your client. In general, it profiles your client as an responsible member of the community, instead of a hit & run spammer.
