I did some experimentation to set up a service to use MS Word to convert web-pages to DOC/RTF and PDF (printing and running through Ghostscript). It would be trivial to add to this service functionality to output it in an imageformat, Ghostscript allows this. (I implemented it in ASP, since our CF servers are on UNIX)
