When we're writing code, we're all programmers. My background is full of 
"programmers" - people writing C, C++, Java, Basic, PL/1, COBOL, APL, SQL,
  CFML... The people I know often use "developer" as a step up from 
"programmer" to indicate someone who designs and plans instead of just 
codes...
